"The US government needs to enact a huge tax incentive for purchasing a new, high mpg auto"
Just tax gasoline. Just as you've seen demand shift to small cars in the aftermath of the recent oil price spikes, you'll see demand stay with small cars if the federal gas tax is increased. You don't need a NEW tax to induce this behavior. Europe has used gas taxes for decades now to induce people to purchase small cars. It works and it's simple.

"Meanwhile, Toyota Motor Corp.'s (NYSE:TM) hybrid business continues to hum along, pun intended. It expects to sell 250,000 to 300,000 units in North America this year, up from 191,000 in 2006, Reuters says."
Actually, GM continues to sell Hybrids as well. It offers a Saturn VUE that's a hybrid. Also, the new Chevy Tahoe and GMC Yukon's will be offered with GM's 2 phase hybrid later this year. GM's 2 phase hybrid technology is thought by many to be a leap frog over Toyota's hybrid technology.
Let's see what happens.

"There’s still some of that left in the ground"
In fact, there is quite a lot of it still in the ground. I doubt that in our life time we'll see something besides petroleum providing most of the fuel for our vehicles. There's just too much out there. It's too cheap to extract. And there will be more and more discoveries as we get better and better at exploring and extracting deep sea deposits.

"Why is it that GM has so many cars and trucks on it's lots?"
GM's inventory position is much better than DCX's at present (which is why GM isn't jumping on the heavy discounting bandwagon as quickly as DCX).
Yes, GM is planning on slowing production. That's why they just bought out 35,000 UAW employees and are planning on closing 12 plants. The production levels are going down, and they will be going down quickly once the plants start closing. It takes some time, however. The UAW buy-out program was one of the best downsizing moves I've ever seen. Kudos to GM management (and to the UAW guys who are enjoying their retirement now).

Jul 11th 2006 8:59AM NISSAN RECALLS NEARLY 100,000 VEHICLES .... According to Edmund's Inside Line, Nissan has recalled 96,800 2006 Altimas and Sentra SE-Rs because of a risk of engine fire.
The National Highway Traffic Safety Administration said that the 2.5-liter engines in the cars "may experience excessive oil consumption as a result of improper performance of the piston rings," a condition that could lead to an engine fire.NHTSA said if engine oil is not maintained at least at minimum levels, engine damage is likely and a fire is possible.
Owners can contact Nissan at (800) 647-7261 or NHTSA at (800) 424-9153.

My advice to you is study extremely hard for the remainder of high school. Study topics that are difficult. Go into a technical field like Engineering or Medicine. You will have a chance at making a decent salary. It's still not a 100% guarantee. But, simply finishing high school and expecting to do well financially is a lost cause. Also, going to college and getting a degree in English Literature or History will result in low wages as well. You'll notice that almost all immigrants to the US push their kids into medicine, law, and engineering. There's a reason. They understand where the money is. Follow their lead.
