Edwards' Plan: 40 MPG Cafe, all cars flex fuel and more

John Edward's biofuel plan has some interesting ideas. Lets take them one by one. First, expansion of an EPA school bus program that hopes to replace diesel with biofuel. 90 percent of school buses run diesel which can easily run biofuel and not spit so much nastiness at the kids. The EPA program has already shown healthy expansion as we've written. It's something everyone can agree on. No one is pro-soot that I know of anyway. Lets get to the tough stuff.Boosting biofuel production... wait ethanol haters! He says he will do it "while minimizing pollution, soil erosion, and water, land and energy use." Feels like he is more for research too. Interesting part about his support for ethanol is at the pump. He wants to require 25 percent of stations to have biofuel pumps and all cars to be flex-fuel after 2010. Again, not that much cost. Lets get to the expensive stuff: a billion a year to industry to "advance and apply the latest technology." Not sure what that means, exactly, but there's a little more information on Edwards' proposals for CAFE standards: 40 MPG by 2016. Bill Richardson wants 50 MG by 2020. The Energy Bill may have 35 MPG by 2020 CAFE. I think Edwards has them all beat. 2016? That's less than ten years away if he is elected. Pretty bold considering industry complained about time constraints. What do you think? Hillary Clinton must plan something sooner or higher to get any attention. Edwards' plan reminds me of some things I recorded Biden saying on CSPAN in mid-May. In that video, he talks to someone asking about biofuels and says he wants stations cars to be flex-fuel and stations to use biofuel. You can watch that below the fold.
I don't think Edwards' plan is anything too dramatic, for the Democratic side anyway. I think Richardson, Biden and others pushed the issue as well and, probably most importantly, the Energy Bill and environmental movement forced these high numbers. In 2004, Kucinich was calling for 40 mpg and others were calling for 36. Just three years later and those numbers seem low compared to 40 from Edwards and 50 from Richardson. The candidates must feel they have to say at least 40 to get any attention because the energy bill just might keep their campaign promises. So, as the other candidates come out with plans, don't be surprised to see more calls for 40 or more in about 10 years.

Having all cars flex-fuel by 2010 would really hurt manufacturers. Most couldn't do an engine development cycle that quickly and still complete all the testing needed to ensure you have a good product. But, given everything was flex fuel the 40MPG CAFE would mean nothing. Because of how flex fuel vehicles are calculated if a car gets 20mpg gas and 15 mpg ethanol then it's CAFE is considered 33mpg. This is why Ford and GM have a lot of flex fuel vehicles for fleet sales and Chrysler is effectively paying a CAFE tax. In reality there isn't much of a difference in how much of what they burn. I doubt Edwards really knows the difference, but someone on his staff is making a promise that will hurt for about two years and then we'll be back to the way things were.

It would be sad indeed if Sen. Clinton decided she needed to announce something more aggressive than Sen. Edwards or Gov. Richardson's proposals to burnish her credentials. This topic is too important for mindless one-upmanship.
A more sensible question would be to ask if tightening CAFE has any chance of actually delivering higher fleet average fuel economy, given that the Big Three hae been adroit at undermining it via the E85 loophole.
A bold candidate would declare CAFE a partial solution at best and focus on shifting consumer demand toward more fuel-efficient vehicles. The way to do that without causing hardship for the poor is to cut general sales taxes while simultanously raising fuel taxes. This should be done gradually, predictably and irreversibly over a period of e.g. 10 years.
Another politically bold but necessary step would be to make the use of seat belts mandatory, so carmakers could produce lighter cars with the same or better crash protection. Trucks and SUVs should have to be designed with crash compatbility in mind, especially for side impacts into subcompacts. It's neither necessary nor appropriate for so many people to drive around in a vehicle with 4000-8500lb curb weight.

in my humble opinion and pardon my grammar, the Law of the Sea Convention is a great chance to do it right in the Arctic Circle,to do it right for the Environment,Energy,Economy and Politics, let's suppose we had normal human beens as politicians:
all the key countries, USA,Russia,Denmark,Norway,Canada and Island, that are directly next and over the Arctic Circle agree to split its seabed , from each other farthest coast point straight up to the North Pole (leaving the waterways and the Pole open to international trade) and establish an international Company to do the search of oil-gas-methane-minerals-etc. and with TLC start with common standards to pull the stuff up, respecting animals and environment and watched over by the Enviro people, video the drilling and the piping, and avoiding,by any means necessary ,any spills and pollution leaks, and it can be done !
Here in the USA,the Pentagon wants the Congress to ratify the Law of the Sea Convention, but ultra-extreme groups in Washington are calling it a give away,they are suggesting to take hundreds of miles on each side of Alaska and the NE and claim control over them, this means theft for Canada and Russia, who would have to give seabed right in front of their land,its absurd and it would create confrontation with Canada and Russia, but hey! that's how some Lobby's and some lawyers get paid millions in DC, they create the war , confrontation or fight and then they lobby and do the law from the 2 sides and collect huge fees, it's criminal but a reality , so clearly the President has an incredible opportunity to do America,the world and his Legacy a massive deed,so the neocons around him,Bolten-Kellner-Kaplan-Braunstein-Wolff and in the Lobby 's are Mehlman ( Akin, Gump) and Berman at Ogilvy,etc.,will insist that the best for him is to refuse ratification and to go directly to conflict and international confrontation and if possible with threats of bombing and nuclear oblivion for all except the paying customers of the neocons, so the question is what the leaders of the other countries will do ? will they show vision and decision and will they play their cards and the USA public opinion wisely to achieve success for all ?
with estimates of 60 to 100 billion barrels of oil and gas available and another 100 billion barrels of very difficult reach also there, this source of energy could create jobs, wealth,security and progress to many , a win-win situation....this wealth could finance fuelcells,solar,wind and water turbines right in the area, organic farming, education,training,geothermal,fusion tech., ethanol of new sources from the seas,new ship and year round construction with new materials like composites and alloys, new all-weather motors technology ,etc.,a chain reaction of good stuff !!!! ,but all this is only possible if the leaders want to do the right thing...so please, SPEAK UP !!!!!!

tim #11 - I agree that beelzabush666 spoke clearly and without grammatical error, and conveyed his forcefully and succinctly. Apparently public education (although we don't know where he/she went to school, do we?) was effective, and also was fortunate enough to produce a true liberal.
While John Edwards may not have a full grasp of the details, it is indeed a complex issue of balances for design and assembly line changes, although we turned on a dime during World War II when private car sales were prohibited for several years as the entire car industry was converted to war manufacturing. Perhaps we have a similar crisis now, but the enemy is not as visible and tangible.
I am not partisan for any one candidate, yet, however I feel JE is as sincere as the next presidential candidate (it seems Dennis Kucinich and Ron Paul lead in sincerity, but that does not seem to be helping them).
Why don't we stop ad hominem attacks and start talking about the issues?
